Partners in Preservation RFP

The New York City Housing Development Corporation (HDC) is issuing a Request for Proposals (RFP) to procure community-based organizations to implement a new “Partners in Preservation” program as part of the City’s affordable housing plan. HDC is working in partnership with the New York City Department of Housing Preservation and Development (HPD) and Enterprise Community Partners (Enterprise) on the implementation of this program, which will fund community-based organizations to develop and coordinate anti-displacement strategies with local stakeholders, tenants, and government partners in select New York City neighborhoods. First proposed as part of Housing New York 2.0, the Mayor’s accelerated and expanded plan to achieve 300,000 affordable apartments by 2026, the Partners in Preservation pilot will kick off in the recently rezoned neighborhoods of East Harlem, Inwood, and the Jerome Avenue area of the Bronx.
The goals of this pilot program are to preserve affordable housing in targeted neighborhoods, prevent the loss of rent-regulated apartments, and proactively protect tenants from landlord harassment and displacement. Through a stronger partnership between community-based organizations and government agencies, the program will serve to more strategically deploy existing anti-displacement tools.
HPD will manage the program, which will launch in the spring of 2019 for a period of 18 months. A total of $1,470,000 will be awarded to community-based organizations, divided equally among three pilot areas: Jerome Avenue; East Harlem; and Inwood, Washington Heights, and Marble Hill. Respondents to this RFP may apply to implement the Partners in Preservation program in one, two, or all three pilot areas.
Community-based organizations selected through the RFP process will contract directly with either HDC or Enterprise, or, in the case of the Jerome Avenue pilot area, both of them. HPD will provide programmatic oversight of the contracts and act as the primary point of contact for the community-based organizations.
All proposals must be submitted via email no later than 4:00 p.m. on December 16, 2018 to PIP@nychdc.com. Detailed application instructions are provided in the RFP.
A pre-submission conference and networking event will be held on November 19, 2018 at 9:30 am at NYC Housing Development Corporation, 110 William Street, 10th Floor, New York, NY 10038. It is strongly recommended that interested organizations attend the pre-submission conference, as it will be the only opportunity to ask questions and receive answers in person regarding the Partners in Preservation program and the Request for Proposals.
