Engineering & Preservation
HDC's engineering functions include mortgagee inspections, construction monitoring, and rehab scope and cost review. HDC's engineering and preservation group is also responsible for oversight of project management activities for preserved and refinanced Mitchell Lamas, as well as monitoring of construction progress and payments for projects undergoing rehabilitation where HDC serves as the construction monitor.
Portfolio Analysis
HDC's portfolio analysis functions are comprised of Financial Analysis & Project Management and Loan Servicing teams, major functions of which include monitoring the financial and physical performance of HDC’s portfolio and ensuring the maintenance of proper escrow balances and insurance policies. They propose workouts and underwriting solutions for projects in need of more comprehensive restructurings. This team is also responsible for responsive engagement with residents, developers, and managing agents.
Compliance
The Marketing, Leasing and Program teams comprise HDC’s Compliance department. Marketing focuses on the advertisement and implementation of new project lotteries, reviewing project marketing plans, managing the Housing Connect portal, and responding to applicant inquiries. Leasing is responsible for tenant file reviews for all new projects and re-rental vacancies throughout HDC’s portfolio. Program focuses on IRS-required monitoring for projects with Tax credits and tax-exempt bonds, including annual desk reviews and cyclical site audits.
