NEW YORK, NY – New York City Housing Development Corporation (HDC), Department of Housing Preservation and Development (HPD), and Enterprise Community Partners (Enterprise) announce the release of a competitive Request for Proposals (RFP) seeking submissions from community-based organizations to develop and coordinate anti-displacement strategies with local stakeholders, tenants, and government partners. First proposed as part of Housing New York 2.0, the Partners in Preservation pilot will make available a total of $1.47 million to be awarded to community-based organizations, divided equally among three pilot areas in the Bronx and Upper Manhattan.

“Partners in Preservation is a neighborhood-based effort to support low- and moderate-income New Yorkers in recently rezoned areas who face the threat of displacement due to rising rents,” said Judi Kende, vice president and New York market leader, Enterprise Community Partners. “Enterprise is proud to partner with HDC and HPD on this innovative program, which will engage community-based organizations to prevent the loss of rent-regulated apartments and proactively protect tenants from harassment and displacement.”
Respondents to this RFP may apply to implement the Partners in Preservation program in one, two, or all three pilot areas: Jerome Avenue (Bronx Community Districts 4 & 5), East Harlem (Manhattan Community District 11), and Inwood, Washington Heights, and Marble Hill (Manhattan Community District 12 and a portion of Bronx Community District 8). Community-based organizations selected through the RFP process will receive $490,000 per pilot area and contract directly with HDC and/or Enterprise.
Financing received must go towards the implementation of proposed initiatives which must include three core components:
- Action plans for rent-regulated buildings with tenants at risk of being harassed and displaced by their landlords;
- Tenant protection and education efforts to serve residents throughout the pilot areas; and
- A strategy for close coordination among local stakeholders and the City to further the goals of the Partners in Preservation program.
Dedicated HPD staff will collaborate with the designated organizations to manage the proposed strategies through the pilot program for a period of 18 months.
