Following Major Housing Achievements, The City’s Housing Agency Welcomes New Leadership

New York, NY – One week into his role as Acting Commissioner of the New York City Department of Housing Preservation and Development (HPD), Ahmed Tigani is leading the agency through a period of continued momentum, continuing to partner closely with Adolfo Carrión Jr. following his appointment as Deputy Mayor for Housing, Economic Development, and Workforce as well as Executive Director for Housing Leila Bozorg.  

Today, Tigani goes before the NY City Council for the agency’s annual budget hearing, where he will highlight the momentum built over the past three years and the plans to continue turning commitments into action.

Carrión commented on the transition, “Our core task is to focus on the fundamentals that allow New Yorkers to succeed: a good home, a job, and the freedom to pursue their dreams in the greatest city in the world. We will continue to produce record affordable housing and create the stability and economic opportunity New Yorkers need to thrive, while ensuring our city remains an attraction for tourism and investment.”

Additionally, guiding the team will be Rosa Kelly, a seasoned affordable housing and land use expert, who joins the senior team as Chief of Staff.  With a strong leadership team in place, HPD remains focused on expanding access to affordable housing, strengthening tenant protections, and advancing innovative solutions to meet the city’s housing needs. In recent years, HPD delivered record-breaking housing production, strengthened tenant protections, and implemented innovative strategies to streamline development and improve access to affordable homes.

In addition to his role as Acting Commissioner, Tigani will also serve as Chairperson of the board for the New York City Housing Development Corporation (HDC).

Acting Commissioner Ahmed Tigani 

Ahmed Tigani—a champion of affordable housing, community development, and a strong future for New York City—will serve as Acting Commissioner of New York City’s Department of Housing Preservation and Development in the interim. 

Building on the incredible progress made under Adolfo Carrión’s leadership, Tigani will continue driving HPD’s mission forward—supporting greater levels of housing production, streamlining processes that accelerate placements into available units; strengthening tenant protections, working alongside community stakeholders to think holistically about planning in their communities and fostering public-private partnerships to ensure New York remains a city of opportunity. With an extensive background in urban planning, development, and operations, his experience and passion will be a tremendous asset as the agency stays laser focused on delivering creative, efficient, and effective results for New Yorkers. 

HPD has never been stronger, and with the incredible leadership of this agency we plan to double down on innovation, remove barriers to development, and work hand in hand with partners to build at the scale our city needs while incorporating community values to create a more vibrant, sustainable New York for generations to come. 

In his first week as Acting Commissioner, Tigani has continued to drive the agency’s mission forward. Over the past week, HPD has announced the transformation of a long-vacant lot into The Stemma -- a new housing development designed to bring 149 high-quality and sustainable homes to The Bronx, demonstrating the agency’s continued momentum under his leadership. 

More is on the horizon, with additional announcements across enforcement and development expected early next week as HPD continues its work to expand housing opportunities across the city. 

Development 

Kim Darga leads HPD’s Development team as Deputy Commissioner. Since joining HPD as a project manager in 2007, she has held multiple leadership roles over 17 years. She now oversees divisions including New Construction, Preservation Finance, Housing Incentives, Homeownership Opportunities and Preservation, Compliance and Enforcement, Special Needs Housing, Portfolio Management and Conversions, and Building and Land Development Services (BLDS). 

During this administration, Kim and her team have:  

  • Expanded Affordable Housing Production: Set new records for affordable housing development across all five boroughs, including record production of new affordable housing, supportive housing, housing for households exiting shelter, and housing supporting old adults, delivering more homes for New Yorkers than ever before. 
  • Launched Innovative Housing Programs: Created and implemented new housing production and preservation programs, including Mixed Income Market Initiative (MIMI), Capital Partnerships for Affordable Renovations (CPAR), Plus One ADU, and key tax incentives like 485X, 467M, and J51, ensuring long-term affordability. 
  • Expanded Pathways to Homeownership: Launched and expanded programs that support first-time homebuyers and create new and preserve existing affordable homeownership, ensuring more New Yorkers can build wealth and stay in their communities. 
  • Strengthened Preservation Efforts: Created targeted programs to revitalize aging housing stock, keeping thousands of homes affordable and improving living conditions for tenants citywide. 
  • Simplified Processes to Improve Efficiency: Modified design review and construction monitoring processes, enhanced interagency coordination, and established new programs to work more effectively with lending and community-based partners.  

Enforcement and Neighborhood Services 

Managing the Enforcement team is AnnMarie Santiago. AnnMarie Santiago has served as Deputy Commissioner for the Office of Enforcement and Neighborhood Services (ENS) since 2018. She leads a team of nearly 1,000 employees dedicated to enforcing the NYC Housing Maintenance Code and the New York State Multiple Dwelling Law, ensuring safe and quality housing for New Yorkers. 

During this administration, AnnMarie and her team have: 

  • Secured two warrants for the arrest and civil commitment of notorious landlord Daniel Ohebshalom, holding him accountable for hazardous conditions at two Washington Heights buildings. The team also won a Housing Court case to appoint a 7A administrator for 410 West 46th Street, removing Ohebshalom from the day-to-day management. 
  • Implemented, modified and expanded multiple enhanced enforcement programs protecting more New Yorkers from dangerous conditions, including the Self-Closing Door Proactive Inspection Program, the Heat Sensor Program, and most recently the Certification Watchlist.  
  • Increased outreach and awareness about lead-based paint through annual Lead Poisoning Prevention Week activities in coordination with the Department of Health and Mental Hygiene. Enforcement related to lead-based paint has also been strengthened; in one case, HPD obtained $150,000 in civil penalties for lead-based paint violations across ten properties owned by Ezriel Weinberger and affiliates. 
  • Provided continuous and important updates to the ABCs of Housing guide to better inform tenants and owners about housing rules and regulations, safety issues, and resources for affordable housing or landlord opportunities for financial support. 

Housing Access & Stability 

Meryl Block Weissman has been newly appointed to Deputy Commissioner of the Housing Access and Stability (HAS) team, bringing extensive experience from her tenure at the agency since 2003. She oversees a team of over 400 staff members committed to expanding housing access for all New Yorkers by connecting individuals and families to stable housing through the affordable housing lottery, permanent housing placements for formerly homeless New Yorkers, the Section 8 program, and other vital initiatives.  

During this administration, Meryl and her team provided: 

  • Rental Assistance and Housing Access: Administered rental subsidies for 45,000 households annually, ensuring housing stability. Managed the NYC Housing Lottery and homeless set-aside placements, securing 40,000 affordable homes in three years. Streamlined processes, increased transparency, and eliminated credit checks for voucher holders—expediting access for 4,000+ families each year. 
  • Economic Empowerment: Celebrated graduates of the Family Self-Sufficiency (FSS) program, which empowers Section 8 residents to achieve financial stability and economic independence. This year’s graduates collectively saved over $1.3 million which they received to invest in their future.  Since the program’s inception, a total of $14.4 million was awarded to participants. 
  • Housing Stability Support: Provided $2M for beds, dressers, cribs, and high-chairs to families transitioning from shelters to affordable housing through the Housing Stability Furniture Program. 
  • Tenant Resources and Counseling: Revitalized the Ready to Rent program, providing free financial counseling and application support to help New Yorkers navigate the affordable housing process. 

Policy & Strategy 

Lucy Joffe has been newly appointed as Deputy Commissioner for Policy & Strategy, where she leads a team advancing data-driven, research-based, equitable, and climate-adaptive housing policies. With a background in law, public service, and education, she has held key roles at HPD and remains actively engaged in education and nonprofit leadership. 

During this administration, Lucy and her team have:  

  • Advanced Research & Innovation: OPS launched the Center for Research on Housing Opportunity, Mobility, and Equity (HOME) and administered the 2023 NYC Housing and Vacancy Survey (NYCHVS)—the nation’s longest-running and most extensive housing survey. By leveraging data from the NYCHVS, the Housing and Neighborhood Study, and administrative sources, OPS drives evidence-based policymaking. 
  • Shaped Policy & Programs: OPS helped carry forward the work of Where We Live NYC (the City’s Fair Housing Plan) and develop and implement priority initiatives such as J-51, 485-X, and 467-M, and the REDi program, securing $100 million to advance HPD’s climate goals. 
  • Enhanced Operations & Execution: OPS improves efficiency through data strategies, analytics, and strategic planning. It oversees 40+ Open Data datasets, HPD’s work on the Mayor's Management Report (MMR), and builds staffing networks that enhance agency performance—most recently creating the Office of Compliance & Risk Management. OPS also provides design and broadband consultations, underwriting reviews, and trainings, equipping staff with tools for informed decision-making and adaptive problem-solving. 

Neighborhood Planning 

The office of Neighborhood Strategies is run by Associate Commissioner Michael Sandler and includes a team of urban planners focused on creating comprehensive plans to develop affordable housing that best serve not only the residents of the building but the entire community. 

  • Driving Public Land Development: ONS is transforming public land into affordable housing, launching nine community engagement initiatives that have led to seven RFPs in just three years—ensuring deep community involvement at every stage. 
  • Advancing the 24 in 24 Plan: As part of 24 in 24, the city's initiative to advance 24 affordable housing projects in 2024, ONS has moved forward with developments at 351 Powers Ave, 1388-1400 Stebbins Ave, the Grand Concourse NYPL, 516 Bergen St, Nevins & 3rd, 324 East 5th St, and 4095 9th Ave—helping create or preserve 13,000+ homes. 
  • Accelerating Impact: Through these efforts, ONS is fast-tracking affordable housing development while ensuring projects deliver maximum community benefit. 

Technology 

HPDTech is lead by Deputy Commissioner and CIO Prashant Thakker whose team is responsible for providing and maintaining technical solutions for every HPD program area. HPD Tech manages the underlying technology, supporting its integration within HPD, as well as with peer city, state and federal agencies, while providing transparency to the public. 

During this administration, Prashant and his team have: 

  • Driven Innovation: HPDTech’s innovation was recognized with the Hayes Innovation Prize for HPDOnline (2024) and the Real-Time Field Force (RTFF) mobile app (2025). The team also earned GovTech Awards for advancing mission-driven technology, including RTFF’s inspector support, the user-friendly Housing Connect portal, and the Project Portfolio Management tool that streamlines project completion. 
  • Developed Public-facing tools: HPDOnline was redesigned and relaunched in 2023, giving New Yorkers easier access to building data. In 2024, the Lead Exemption Online Portal launched, simplifying compliance for property owners. HPD Tech also updated systems to support self-closing door reinspections (Intro 105/208). 
  • Improved Access to Housing: Developed a complex mechanism to streamline affordable housing applications and prevent processing delays via the Housing Connect data exchange. 

Finance and Administration 

Gardea Caphart is the Deputy Commissioner for Finance and Administration and Chief Financial Officer at HPD, overseeing Budget, Capital Planning, Fiscal Affairs, Human Resources, and General Services. He leads the strategic planning and management of HPD’s resources, including its $4 billion annual operating and capital budget, ensuring funds are effectively allocated to advance the agency’s mission. 

The Office of Finance and Administration (OFA) plays a pivotal role in managing the agency’s financial, human, and physical resources to advance affordable housing initiatives for all New Yorkers. Through strategic investments, fiscal accountability, and workforce management, OFA ensures that HPD operates efficiently and effectively to meet the city’s ambitious housing goals.   

  • Driving Strategic Investments and Budget Oversight: HPD’s Budget and Capital teams are at the forefront of securing and managing the agency’s $1.69 billion expense budget and $2.39 billion capital budget for Fiscal Year 2026. Their expertise has been instrumental in managing a 30% increase in the agency’s expense budget and a remarkable 70% increase in its capital budget over the past five fiscal years. These teams ensure that resources are strategically allocated to maximize impact and drive progress in affordable housing development.  
  • Ensuring Fiscal Accountability and Efficiency: The Fiscal Affairs team provides critical financial oversight, managing the agency’s financial operations by facilitating billions of dollars in payment processing, collections, and deposits. Their diligence ensures the agency maintains fiscal integrity while delivering essential services. 
  •  Managing one of the largest City Agencies: With over 2,300 staff, HPD is one of the largest city agencies, and the Human Resources and General Services teams are key to maintaining the agency’s operational strength. They recruit, retain, and engage a diverse workforce equipped to meet the city’s housing goals while ensuring a safe and fully functional work environment across the agency’s headquarters and eight site offices citywide.  

Legal Affairs  

Maurice Dobson is the General Counsel and Deputy Commissioner for Legal Affairs at HPD, overseeing the Office of Legal Affairs. Under his leadership, the office ensures the agency’s programs and policies align with the highest legal standards while supporting HPD’s mission to preserve and create affordable housing. 

  • Facilitating Affordable Housing Development: The office plays a key role in legal efforts to advance affordable housing, including legal efforts related to advancing projects like the Elizabeth Street Garden development, which seeks to bring much-needed affordable homes to New Yorkers despite legal challenges.
